Departmental growth capacity represents a department's ability to support more students by offering more courses or raising course enrollment. The growth capacity rank identifies the departments with the greatest need of more faculty lines to support its current student credit hour load. This ranking is determined by dividing the department's weighted fall/spring student credit hours by the number of regular line-item instructional faculty in the department at the start of that academic year. These numbers are displayed in the Student Credit Hours table and the # of FTE Faculty by Tenure Status table, respectively. Departments with lower rank values have less capacity for growth based on this calculation than those with higher rank values.

The instructor types used for the Average Class Size table and the Percent of student credit hours taught by instructor type table do not correspond directly to the instructor type listed on the instructor's record on the course offering in CICS (see RIND and/or RCSO). The instructor type listed in CICS is referred to as the reported instructor type and the instructor type used for the tables is referred to as the effective instructor type.   1. Describe how this faculty line will advance UWF's legislative and strategic priorities in the applicable categories:
    • Economic Development/Workforce Demand

      The Department of Social Work has an accredited Bachelor's program (BSW) and Master's program (MSW)that is scheduled for re-affirmation in 2017. The program also has one of two contracts with the Department of Children and Families (DCF) in the state to facilitate training social work interns to work in child welfare. There is currently legislation being considered to expand Title IV-E programs to include stipends for students entering child welfare with a goal to increase the number of professional social workers who work in DCF. This program should increase the number of students who pursue the degree.

    • Florida Board of Governors Areas of Strategic Emphasis      

      Social work is not currently an area of strategic emphasis by the Florida Board of Governors.

    • Accreditation Requirements

      As mentioned above, the Department of Social Work is currently accredited. We have written permission from the Council on Social Work Education (CSWE) to align the re-affirmation of the BSW and MSW programs into one process under the newest accreditation standards that will go before the CSWE board in October, 2017. This eliminated having one program go up for reaffirmation under the old standards, and the other under the new standards. This alignment also reduced the costs associated with site visits.

    • Community/Visibility

      The Department of Social Work students, faculty, and Chair maintain an active presence in the community because of their involvement in professional social work organizations and internships. The department enjoys a positive reputation in the community and is regularly sought out to collaborate on community activities and grant proposals for research and program evaluation. The Department of Social Work faculty and student engagement in the community represents high impact practice which is the signature of UWF.

  2. Any additional information to further explain the request such as comments on evidence of quality, general education requirements, significant pressure points, Emerald Coast offerings, online courses, etc:

    The Department of Social Work has quality faculty members but only one who is currently tenured at the Associate Professor level, Dr. Herzog. Dr. Herzog served as interim Chair, and has been followed by an un-tenured Assistant Professor, Dr. Durkin, who holds the position as Department Head and remained in unit. Dr. Durkin has requested to return to faculty. Asking junior faculty who are not yet tenured to serve as Chair impacts their time available to complete scholarship activities necessary to earn tenure.
    The department needs a Chair who is tenured at the Associate Professor rank or higher to lead the reaffirmation and to guide the department. There are two Professor's who are on faculty and have previously served as Chair, but who currently serve in outside positions; Dr. Rohrer, Executive Director Gulf Region Health Outreach Program Mental and Behavioral Health Capacity Project for Florida; Dr. Scott, Associate Dean,CEPS.
    The Department of Social Work offers the MSW program to an Eglin AFB cohort as part of the recently signed 10 year University Memorandum of Agreement with Eglin AFB.
    Dr. Crawley, Dean CEPS, has been engaged in an ongoing conversation with the Provost Office about converting a line allocated to TEEL that is not being utilized to meet the need for a Chair in the Department of Social Work.

  3. If this request is for a tenure-earning position, explain why a tenure-earning position is needed:

    The Department of Social Work Chair needs to be a tenure earning position because they are responsible for faculty development and evaluation in addition to administrative duties needed to run the department on a daily basis. It would be next to impossible to recruit an external candidate if tenure is not included with the position.

  4. a. General Description of Workload Assignment:

    The Chair is responsible for all personnel issues to include recruitment, development, mentoring, and evaluation for staff, tenure earning and other instructional faculty. The Chair is also responsible for accreditation, curriculum oversight and course scheduling, strategic program planning, budgeting, and teaches one course per semester.



    b. Explain how the workload/courses are currently being covered by the department:

    The workload for the Chair of the Department of Social Work is currently being covered by Dr. Durkin as Department Head/ Assistant Chair, and by Dr. Scott, Chair. The day to day operations of the department are covered by Dr. Durkin, and all faculty personnel related issues are covered by Dr. Scott. Dr. Scott and Dr. Durkin meet frequently during the week to assure the department is functioning smoothly and to discuss resource allocation and issues of concern. Dr. Durkin and Dr. Scott each teach one course per semester.
